MANDATE FOR PALESTINE - Legal aspects of Jewish rights to a National home in Palestine

Palestine refers to a geographical region. There is no indigenous Palestinian culture, except what's been fabricated since 1964 when the U.S. incorporated the PLO under its Corporate Laws. Has this legitimacy every been challenged?
